Answer:
It sounds like your dog is jumping up as a way to get attention and it's working! Even though you perceive the word "no" as something negative, your dog obviously does not (at least not in this scenario).

I would suggest simply teaching your dog that the most effective way to get attention from people is to sit to greet them. All this requires is you being diligent about keeping your dog on leash when she has the opportunity to greet people (by keeping her on a leash you can prevent her from jumping before it become a habit) and asking her to sit and rewarding her for doing so.

Getting control of some of her favorite things and using those to reward her is a good idea. For example, let her know that the only place she will get a liver treat is when she sits to greet people. Before you know it you'll have a 'sit-happy' dog!
